Pre-Project Phase
In the early stages of a project, the following are prepared by HZA as necessary:
- Model Tender and Contract Packages
- Control Procedures and Forms
- Contract Schedule(s)
- Estimation for Project Evaluation and Approval
In order to investigate the total feasibility of the project, HZA will examine its development potential and financial implications in the light of likely construction costs and the Clients' investment and marketing strategies or policies.
Pre-Contract / Design Phase
During the design phase, an initial estimate of the construction cost will be prepared based upon the Clients’ brief and design requirements. Cost and value engineering techniques will be carried out to ensure value for money and design within the approved Client Budget.
HZA will prepare the tender bid documentation, which consists of tendering procedures and instructions to bidders, conditions of contract, detailed pricing formats (e.g. BOQs), and specifications and drawings.
The tender bid evaluation will consists of a detailed evaluation by HZA in order to recommend a short list for clarification or negotiation, and recommend ‘best buy’. Once this is agreed by the client, the contract documentation will be prepared along with the report on final budget and project cash flow
Construction Phase
During the construction phase, HZA provides cost management control for:
- Project progress and measurement,
- Variations/changes/dayworks/reimbursable work,
- Cash flow/expenditure
- Project commitment/overall budget
In addition to this, the following services are also provided:
- Advice on all contractual matters
- Interim valuations for payments to Contractor(s)
- Negotiation and agreement on contractual claims
- Report on progress, budget and periodic financial statement
- Final account on completion of constructions
HZA also acts as the overall project or construction manager (separately from, or in conjunction with the role as a cost controller) thus coordinating requirements of the client.
Completion Phase
The Project Close out Report will be prepared by HZA during this stage.
HZA will coordinate all the necessary documents for production or operations, and maintenance.
HZA will also provide expert evidence as required in arbitration and dispute resolutions.
